Citizens are fundamental for the use of this technological tool, which is used frequently and is necessary for the realization of many transit procedures.
Among citizens, main beneficiaries are drivers "those people trained and qualified technically and theoretically to drive a vehicle" (Article 2. Law 769 of 2002)
